The OSPF neighbor command is used in Frame Relay or other mulitpoint interface environments.
Theory
When configuring OSPF on a frame relay physical or multipoint interface the OSPF network type defaults to "nonbroadcast" which will require the use of a neighbor command in order for a neighbor relationship to form over the link.
OSPF neighbor command can define the priority of a neighbor.
When determining the priority for becoming a DR/BDR for a subnet, the router uses either the locally defined priority value or the priority value defined inside the hello it receives from that neighbor - whichever is higher.

- Even with neighbor commands correctly defined, routers may still need frame-relay map commands to obtain full reachability.
- The neighbor command needs to be configured on only one router.
- It is possible to get OSPF to form a neighbor relationship over a physical or multipoint frame interface without using neighbor statements if you change the interfaces' network types from the defaults.
